  1. From my limited experience with FEMA, I recall that help might be provided if the organization requesting money had a plan in place before the disaster, to assess, protect, and recover. No preplanning meant no FEMA money. If more organizations understood this there might be more support for disaster planning, which usually has (or at least has the potential to have) the added outcome of improvements to daily operations. Thanks for a good article.
